Assess the president's role as policy maker.

The public has looked to the president to propose legislation to Congress. Through this, advancing budgets, involvement in the regulatory process, and executive orders and agreements, presidents make policy. Executive order is rules or regulations issued by the president that has the effect of law. Another role the president is in charge of is the Office of Management and Budget. This is when the office prepares the presidents annual budget proposal, reviews the budget and programs of the executive departments, supplies economic forecasts, and conducts detailed analyses of proposed bills and agency rules.
